Makes me think that cut-through multicast is probably a Campus sort
of thing, rather than an Internet sort of thing, where: 

#define Campus "cost of VCCs is lowish but finite and cost relative to
                 hop-by-hop is determined by the network"

#define Internet "cost of VCCs is highish and billed to calling party"
