I should have written:
 
It is sufficient to make sure that each TARA-locator is uniquely assigned  
to one TARA-router.
(there would be several ways of protocol negotiations as to settle the  
case where  more than one TARA-router would be located within the same  lot: 
additional bits, cheating, etc.   :-)
