Abstract:
   To prevent sending excessive traffic to an endpoint, periodic consent
   needs to be obtained from that remote endpoint.

   This document describes a consent mechanism using a new STUN usage.
   This same mechanism can also determine connection loss ("liveness")
   with a remote peer.
