I-D.ounsworth-pq-composite-keys depends normatively on -keys; we can lift over the minimum viable set of things from -keys into -kems. The authors were on the fence about doing that anyway to make -sigs and -kems self-contained.


It also depends informatively on -sigs, but that goes away if we remove this sentence, which is the only reference:

"The authors wish to note that although all the composite structures defined in this and the companion documents [I-D.ounsworth-pq-composite-keys] and [I-D.ounsworth-pq-composite-sigs] pecifications are defined in such a way as to "
