My apologies for the delay in replying; my office was moved while I was at
the IGF, and the systems didn't come up properly.  Since I was away on
holiday, this created a bit of delay.

I'd be fine with emitting this as a statement of principles, then
incorporating some of the text into draft-trammell-wire-image; there's no
reason not to do both, as far as I can tell.
