Web content is deeply intertwined with web presentation, and particular for a document you present to newcomers it seems like a mistake to separate them. I don't want the Secretariat designing protocols, and I don't want IETF people writing newcomer overviews. I think I have made my point clear now, and unless I think I've got a new way to say it, I should stop.

I don't see anything useful in the Tao that is not covered by BCP 9 and maybe 2028bis and the newcomers videos. Can you point out anything? In particular, anything that would need IETF community involvement?
