Without a buy-in from RTG and OPS area, I believe this sort of ideas won't get far in the IETF.

For what it is worth, I attend a lot of RTG and OPS sessions. My impression is that it may not be trivial to bridge the gap between TSV and RTG communities. But this is what would actually be required to make such a proposal successful.
