We have this information. The Internet-Draft, "Octet sequences for
upper-layer OSI to support basic communications applications"
<draft-ietf-thinosi-cookbook-03.txt> was last updated on March 4, and
was placed in the I-D directory at that time.

I'll place it on the IESG agenda as an IETF WG Informational RFC
submission.
