My reference is Section 7 of http://www.ietf.org/ietf-ftp/1id-guidelines.txt ,
in particular the description of ID filename components 2 and 3.

But yes, it's also the case that I at some point in time said "Right, it
might be useful for people if I filtered on the 3rd name part and presented
that as related documents for a WG".
