The reason for having the separate framework document is to enable the 
WG to discuss and get consensus around the general direction - the set 
of problems to solve and how they fit with current TRILL - without 
getting into details such as which protocol to use to pull information 
out the directory.

If there was more WG discussion around the directory assisted approach 
and the discussion indicated a clear direction, then we might be able to 
simplify this into one draft.
