Your reply seems to infer that *I* thought "recommended" meant "required". (I have this English language parsing problem with you sometimes). My suggestion was simply that if it (the "recommended" word) causes people to think/believe/interpret a more strong belief in the recommendation than the "recommended" in the sentence was meant to convey ... what exactly is the problem with simply deleting the word "recommended"? Clearly *you* do not believe that it conveys something that is required. It seemed like the easiest fix to me (i.e., "One implementation strategy is ... ").
