Re: [Txauth] [EXTERNAL] consensus call on WG name: "Authorization and Delegation"

The mail list is going to stay as "txauth" per our AD.

I'm suggesting "Authorization and Delegation" since that is somewhat
descriptive, but does not stand out in a way that it would cause confusion,
and omits "Transactional" that many thought did cause confusion.

So "txauth" won't stand for anything, similar to what most people know
about "oauth"
