I think that, as an attendee on an event, if you receive notification (by
syncing to a tzdist server) that the rules have changed for a relevant zone
and that a relevant event may be affected, you should be alerted, just like
the organizer of the event should be alerted.

If the attendee is alerted before the organizer, it should probably just be
informational, to the effect of "Time zone rules for Zone/Foo have recently
changed.  Be aware that the times of these affected events may be shifted
by the organizer."  When the organizer is alerted, they are given the
option to keep the same local time, keep the same UTC, or reschedule
altogether.  Then the attendees are notified of the change.

That said, I think that all of this falls under "best practice" for
calendaring applications and is squarely outside our scope here.
