This is too complicated.  There is no need for tzdist to support "virtual" 
publishers, or to provide special features for tzdist servers that do automatic 
aggregation, and more than there's need for the HTTP protocol to provide special 
features just for Google News.  If someone wants to publish a composite or 
compiled work, then they're a publisher and they can act like any other 
publisher; tzdist doesn't and shouldn't need to delve into the details of 
whether a publisher is providing aggregated or disaggregated data.
