We  have been trying to get an 'oid' IRI scheme registered for a long 
time now, and the syntax is well embedded in ITU-T standards.  I am 
operating on behalf of the ASN.1 Group in ISO/IEC and in ITU-T, and we 
do not want to change horses now.  Moreover, we do not believe that an 
HTTP prefix would meet our requiremes for use with the Object Identifier 
Resolution process and for other purposes involving ASN.1-based protocols.
