"Turn off IPv4 if $CONDITION is met". Currently $CONDITION is
hardcoded in the draft as 'NAT64'.
It is critical that both server and the client assume the same condition.

It is relevant. We do not want the host to send the option because it
supports NAT64 environment, while the server is responding with the
option because the administrator enabled IPX for that segment.

Those nodes will continue receive IPv4 addresses.
If your question is 'how IPv6-only hosts on that segment would talk to
those IPv4-only devices' - well, they would not. If I need to migrate
a segment to IPv6-mostly mode I would not put any IPv4-only services
there which IPv6-only devices need to access.
Pls remember that the administrator needs to explicitly enable this
functionality for the network segment.
