With the text as currently written, we're going to have issues since the only way to tell you aren't an edge router is to do a delegation request and get back a /64, at which point you can try to get more delegations if you need them. The hierarchical model doesn't really differentiate between edge routers and internal routers, and as a result there's no way to allocate address space according to need. We also need to say how delegating relays set up routes, since without text about that a second-layer internal router won't actually be reachable.
