Draft-05 is available which includes the following updates from IETF-118
and the start of the adoption call.

   - Removed both the hierarchical and flat model requirements from the
   document.
   - Removed update of 7084.
   - By default it suggests giving out a prefix size of 64 to support the
   flat model but allows for setting the prefix higher.

So I think I've resolved the existing comments for adoption.  Please let me
