The key part is not to use (or not) a GUA, but ...

The GGSN shall not generate any globally unique IPv6 addresses for
itself using the Prefix assigned to the MS in the Router
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^     
Advertisement.
