Brian,

this WG has forked into political/legal issues and forgotten the 
technical side. Probably because the technical side is a major 
architectural completion politicians try to avoid for 30 years. The 
true point is that politicians want an alibi from us. This WG is to 
tell them that it is possible to quit the political status-quo while 
retaining a technical status-quo.

ICANN only wants the IETF to bless their reading of the NTIA DNS key 
functions transition as a seamless IANA transfer of property. This 
will not work - everyone knows it but this is not politically correct 
to even consider it. IETF (this WG) will be blamed for having 
documented this was a no-problem, in not respecting its 
Charter.  ICANN will then "save the day" in reluctantly assuming 
control. Should ISOC diverge from the ICANN strategy .org might be 
redelegated on  July 1, 2019. Question is who actually ICANN is?
