I did mention this before!

A VoLTE call can be connected to the IMS either directly over LTE or via the ePDG over WiFi.  But it is NOT the same as WhatsApp call over WiFi because there is a GTP handover involved in the same way as if you were moving between cells.

BUT.  It is up to the operator whether seamless transition between VoLTE and VoWiFi is supported (many do – some do not).  It is also up to the WiFi operator whether VoWiFi is even allowed at-all (the ePDG for each operator uses a well-known FQDN so you can either block that, filter the IP) and up to the M(v)NO because they can also block on the ePDG.

So this is all in the 3GPP design already.

and, if one wants, one can try also these LTE-WiFi handovers with a
normal mobile phone call (not whatsapp).  That can lead to other kinds
of requirements which would probably be more related to GTP and QoS and
VoLTE.
