That's a good question.  Last time we were in Atlanta, you couldn't
walk 10 feet out the front door of the hotel without being asked for
money from the panhandlers.  I'm not suggesting those are necessarily
unsafe people, but personally, I would not be walking around downtown
Atlanta at that time of night by myself, in particular with luggage.
And, it looks like the panhandling issue is still a problem:
