It's even written on the IETF99 Wiki page (in bold):
"Don’t forget to validate your ticket in a special yellow stamping machine
installed in every bus, tram and at entrances to metro stations."
That's the point of confusion.

But you don't need to validate your special conference ticket, unlike
regular 30-, 90- (etc) tickets.
