The free public transport passes are uncommon, and so most people are not aware and just the obvious thing to visitors, 'get it validated.'

You don't need to do that. You don't need to carry your IETF badge around. If you get stopped, and your obvious visitor-ness is not enough to convince the authorities that it's okay, well..  the IETF protocol police have a good working relationship with them. :)
