If the people come from a place where the wave is at a peak, and the 
meeting place is at a peak too, then these measures might not suffice.

On another hand, if people come from places where the respective waves 
are at a low, and the meeting place is on a low too, then these measures 
are reasonable.  They could be even further reduced, such as removing 
the antigen testing.
