Then should we consider the existing text to be unfamiliar to i18n?  It 
is just what we currently have with addition of some background info.

If you want to keep this document strictly on the internalization topic, 
you should consider many definitions of terms such as "formatting 
character", "compatibility character", "case" etc. inappropriate to it; 
but RFC 3536 itself and your draft actually define these terms.
