I checked the draft and believe it is ready for publication.

 

I only have a small proposal for improvement, that could be incorporated
if a revision becomes necessary due to other comments:

 

I noticed that you changed "must" to "should" in the Implementation
Considerations In Clause 9 when going from version 01 to 02:

 

    To allow the use of ECN with RTP over UDP, the RTP implementation   

    *should* be able to set the ECT bits in outgoing UDP datagrams, and


    *should* be able to read the value of the ECT bits on received UDP


    datagrams.  

 

After some discussions with Magnus I understand that the exception
motivating the "should" rather than a "must" is implementations only
supporting sending or receiving of unidirectional media streams. But it
would be clearer to state that explicitly, for instance by saying:

 

"To allow the use of ECN with RTP over UDP, an RTP implementation   

desiring to support receiving ECN controlled media streams must support
reading the value of the ECT bits on received UDP datagrams, and an RTP
implementation desiring to support sending ECN controlled media streams
must support setting the ECT bits in outgoing UDP datagrams."
