Ivaylo,
In section 6.3.3, you have no allocation for constrained-voucher.
You had given us 2500:2550 --- constrained-voucher-request.
     And 2400 -- 2440:2500 --- constrained-voucher.

I thought that this was going to be in the initial allocation.
Maybe this causes some problem, and we need to do this some other way?

We can't do an Early Allocation until this is published.
