At either an APPSAWG meeting or the BoF that got us started, Phill
Hallam-Baker asserted that Comodo was already using its own private
version with different properties.  So in some realms, we have claims
of fragmentation today.

As a practical matter, we'll continue ot have that, since people will
make their own decisions about what they are willing to believe or
accept.  But I claim that it is better to start with data from the
authoritative operator of a given name than from anywhere else.
