That's a fairly small risk; as the data is open, someone else could just
start. In this unlikely event, there would perhaps be a risk of
fragmentation (multiple competing sources of truth).

However, as PSL maintainer, if we were to reach a stage where I and
Mozilla were no longer interested in or available to maintain it, I
would try and make sure it was handed over well.
