While this risk exists in theory, in practice the probability that this
will happen is low. The risk is generally more relevant in softwares, but
the PSL is a definition list. As long as there is consensus among the major
consumers and cooperation with the suffix owners (and this also largely
depends on the maintainers), the master list will continue to be relevant
and the primary point of interest.

Forks exist, but they generally solve specific needs of single individuals.
There is honestly very little interest and gain you can get by using
someone else fork.

Conceptually, it's like the HSTS project. I can grab the list and add my
entries, but it will be totally useless as Chrome/Mozilla/Safari will
continue to use that list, hence mine will have no effect. And because my
fork is mostly irrelevant for anybody else, any other publisher will likely
use the original HSTS list instead of mine. So I eventually will submit my
changes to the primary list.
