thanks for your input. 
Different from you, I wasn't much involved in DINRG at all in its early years, other than offering a talk at July 2019 meeting (where I disputed the notion of anonymous blockchain being a solution to decentralization, see https://datatracker.ietf.org/meeting/105/materials/slides-105-dinrg-decentralization-from-the-ground-up-00)

My involvement with DINRG started in early 2021 when Dirk and I prepared DINRG June 2021 workshop "Workshop on Centralization in the Internet"
(see the workshop recording at https://youtu.be/1kbSbVjb1ZU)

Regarding recharter or start anew, that seems a question to Colin.  Maybe we just leave Colin's question to Colin :)
In either case, a new/revised charter is needed. So my 
interest is to solicit inputs to get this new charter discussion going.
