Riddle me this

"local" is ambiguous in your opinion and "national" isn't?

Take in the US for instance, would "national" be synonymous with "federal"?

Or more specifically, who would urn:service:sos.police.national be contacting?

- the US Marshall service?
- the FBI?
- ATF/DEA?
- the US Army?
- the US Navy?
- the US Marines?
- or the US DoD hotline for them to decide which 
service to send out (kinda like a PSAP)
- some other national organization (e.g., military police, NCIS, etc)

In my view, national = federal, but it might not be in everyone's view.
