As far as I can tell, this (turning an FE on and off) is not a
problem that needs solving.

The reason is that an FE which is "running", but which has no LFBs
configured doesn't do anything.  That is an effective state in that
it is still available for the CE to make use of if desired.

Remember that "Administratively disabled" means that theadministrator
has decided not to use the FE.  It does not mean that the CE has
decided it doesn't need that FE for now.
