Editorially I don't think there is a full sentence that we want to add
to capture this.  The IASA is not responsible for this document, and I
don't think we want to make them responsible for it.  The community is
responsible.  Therefore, I suggest we run with Dan's text that simply
requires the IASA to keep the community informed of changes in a timely
fashion, and trust that the IASA will find the right means to do so.
