It's always better to have proper referenceable specification. Drafts expire. An RFC provides some assurance that things won't change radically and, in any case, the specific RFC is at least permanently referenceable. The stakeholders are going to need to ask vendors for interoperable implementations.

Otherwise, I guess we wouldn't care about anything becoming an RFC.
