Although the XML is undergoing substantial change, the basic filter mechanisms have, I believe, stabilized.  In conjunction with the throttle and basic 4661 filter, when we get the XML right (meaning, in alignment with 4661), then I think we're done.

So, I don't think it's far less mature.
