Tobias, I asked the WG chairs about taking this item.  Gonzalo replied
that he is reluctant to add charter items to the WG charter until the WG
finishes some of its existing charter.  However, if you want to have the
draft discussed in the WG as an individual draft, feel free to post it
for discussion to the WG list.

How would you like to proceed for now?  Keep discussion on the RG list,
or raise it on the WG list?
