Either this is a misunderstanding, it's a very *hard* working person, or 
actually many -- otherwise I don't see how it's possible to publish 
drafts at any time of day world-wide.

That being said, it's good advice not to use the IETF I-D publication 
process as substitute for version control.

Recommendation to this WG: once there are Working Group drafts, use 
trac/svn and tools.ietf.org to version control and issue tracking.

Keep in mind that the I-D cut-off date is Monday; in general, IETF 
participants can not be expected to have read drafts that weren't 
published at that time.
