Even if half the world's networks are totalitarian censors, you'll
still get a higher connection rate with the TLS-based handshake.  Put
another way, the broken intermediaries in the world are much more
effective at blocking the non-TLS-based handshake than censors ever
will be at blocking the TLS-based handshake.
