Sure, as I said earlier this year to Wes and Lars, we are ready to take this to tcpm, but after this review was forwarded to TCPM there was no activity around the high speed proposals may be because they were quite busy with TCP auth and other such proposals.

The ICCRG is part of the IRTF, not IETF.  Our review is just input to the IETF's working group...
