I support publication of this draft.

This draft provides a solution for real world BGP 0 window stuck state
issue which is very difficult to troubleshoot.  BGP as well is being
proliferating to many more use cases such as in a BGP Only DC RFC 7938, so
having this solution helps operators tremendously.
