Point taken that some SHOULDs are lower case - will fix. As far as 2119 replacement happy to update too. Last I kept standards track as base BGP RFC or RR RFC is not really allowing policy based best path selection on RRs. He we are clearly introducing such possibility. So while no new bits in BGP protocol are introduced BGP behavior can be considered departure/extension of current standard. However to me personally it can be informational or even BCP. I am happy to adjust it per WG and chairs direction. Thx, Robert
