As far as I understand this document, it specifies an extension to the BGP protocol to offer better traffic engineering.

By introducing a new SAFI and wide community to distribute policies, the very mechanism could be implemented and controlled in a given bailiwick.

I am in support of this draft adopted as a WG item.
