This draft has been discussed in IDR on Aug 2nd 2019 and functionality
discussed was considered useful by number of WG members. I have actually
never seen any push back from IDR chairs not to adopt this work sent to
the list.

In fact below message proves the opposite - comment from chairs about
publication of Operational Message:

As I see from emails there was commitment to join the work, review and
resubmit BGP Operational Message:

We were hoping that authors of  bgp version capability could join that as
well. Well it apparently never moved. I was under impression that they gave
up on it.

So I am a bit surprised to see this proposal is coming now via a bit
different doors.
