How about our formulating a detailed statement of what work needs to be 
done.  Think of it as a pre-charter-writing exercise.  From that, we can 
get an exact sense of the amount of work to be done.

Make a few small edits and reviewing them for consensus does not require a 
working group.  If we think there is likely to be any serious debating, 
then we probably do need a wg.
