My interpretation of "re-run the process" is that the process is this thing
that spits out a *single* nominee.  Normally, we "run the process" 10 times
to get 10 names.

It does not mean, "reset everything and start over", it means, "up-arrow-return"
I agree that the wording is confusing.

I don't agree that it has not been followed by any recent committee.
I'm pretty sure that I was asked to "include the set of skills or expertise
the nominator believes the nominee has that would be desirable" when I
nominated people.

I agree.  It should be deleted.
