I think we were in a very similar situation when RAI got created in ~2006.

Allison Mankin and Jon Peterson both moved from TSV to RAI in March (at the Dallas IETF with the flooding) and Magnus Westerlund and me both became new TSV ADs then - me on a one-year term.

I don't know how the IESG and the NomCom handled that, however.
