Can you expound a bit on the thinking of how the term of the position is 
1 year rather than 3?  Is the IESG declaring the ART position vacant now 
?  If so, then Rich's group would own the replacement responsibility as 
I understand it and that would give you a less than a full term.  If you 
want the current nomcom to do this, then the position would have to be 
vacated near the end of November.  We sort of blinked at this for Lars, 
but .....

*_Generally, moving someone from one AD position to another is handled 
by the Nomcom, not  by the IESG._*   The IESG is free to specify the 
need for new positions, but the filling of those is supposed to be done 
by the Nomcom.  For among other reasons, there maybe someone who might 
be more qualified for the WIT area than Francesca, but who wouldn't have 
the opportunity to serve until her term is up.

I understand it might be simpler to just declare this is as you've 
declared it to be above, but I believe we legislated this a long while 
back to be a Nomcom purview.  (It's been some relatively large number of 
years since the last time something like this happened and I haven't the 
time to go through the email archives to find the details).

E.g. I believe that Francesca can stand for the WIT AD spot and would 
get it for two years as would any new person.  Nominally, the person 
replacing her would get close to 3 years if you kept to the written 
rule, and you'd end up doing this as a second round of candidate 
selection and confirmation.  The poaching rules in 8713 section 3.8 
would not apply requiring the two round process.

ps - the alternate interpretation is that IESG positions are fungible 
and that all the Nomcom is doing is selecting someone to serve on the 
IESG, even though they think they're selecting someone for a given position.
