Hi,

There has been substantial progress on this. Ron Rivest's original draft
has been updated in various ways with his permission including the
replacement of his BNF with ABNF written by Marc Petit-Huguenin. Version
-02 has just been posted. See

The ART ADs would like this presented to the DISPATCH WG so this will
likely happen at the San Francisco IETF meeting if there is enough time at
that WG meeting.
